When the dropdown is open, a background poll keeps the badge fresh without requiring a page refresh. When closed, the badge updates on the next dashboard navigation.
Each user has their own read state. An org with 5 admins sees notifications independently — opening one as User A doesn't mark it read for User B.
Users can opt in or out of specific notification types in /settings/notifications. Critical alerts (suspension, billing failure) cannot be disabled.
